James Nomane Files Supreme Court Challenge to Enforce Vote of No Confidence Motion Against Prime Minister JAMEs MARAPE

Date: 4 November 2025
Source: Statement by Hon. James Nomane, MP for Chuave

Hon. James Nomane, MP, has lodged an urgent application to the Supreme Court under Section 18 of the Papua New Guinea Constitution (SCA 13 of 2025), seeking to enforce the Motion of No Confidence (MONC) filed on 29 October 2025. The motion, initially approved for inclusion on the Parliamentary Notice Paper, was later rejected by the Private Business Committee chaired by Speaker Job Pomat โ€” a decision Nomane described as unconstitutional.

Nomane accused the Speaker of undermining democracy and Parliamentโ€™s independence, calling for his resignation. He urged the Supreme Court to recall Parliament to deliberate on the MONC, asserting that the governmentโ€™s economic mismanagement and corruption have pushed the country into crisis.

He cited the Prime Ministerโ€™s own admission that K56 billion in public spending had produced โ€œno results,โ€ adding that national debt has ballooned by K40 billion in six years. Nomane pointed to worsening living standards, unemployment, inflation, and failing public services as reasons for change.

Calling the initiative โ€œThe VONC to Save PNG,โ€ Nomane appealed to all Papua New Guineans and MPs to support the move to depose the current Prime Minister, declaring that the time has come to restore accountability and constitutional governance.

THE VONC TO SAVE PNG!

By: Hon. James Nomane, MP. , 4 November 2025.

On behalf of the people of Chuave and Simbu, I have filed an urgent Application to the Supreme Court under Section 18 of the Constitution (SCA 13 of 2025) to enforce the Motion of No Confidence (MONC) dated 29 October 2025.

This motion was initially approved for placement on the Notice Paper but was subsequently rejected by the Private Business Committee, chaired by the Speaker of Parliament, Hon Job Pomat, the following day.

The Speakerโ€™s repeated constitutional breaches have undermined our democracy and the integrity and independence of Parliament. The Speaker should resign for failing to uphold the Constitution and for yielding to the Prime Ministerโ€™s influence.

I anticipate Parliament will be recalled at the earliest by the Supreme Court to deal with the MONC. The reasons to change the government are crystal clear starting with K56 billion in missed opportunity, โ€œCon-Actโ€ PNG, crony capitalism, and misappropriation. The admission by the Prime Minister that K56 billion has produced โ€œno resultsโ€ is telling!

We can see and experience the socio-economic regression โ€“ no medicine in hospitals, rampant violent crimes, persistent tribal warfare, poor education standards, high inflation, high unemployment, deplorable social standards, and a country in total disarray.

The 2025 Budget has failed, as it did in 2024. The Prime Ministerโ€™s focus on retaining power has led to unsustainable debtโ€”K40 billion added in six years, raising the national debt to K65 billion. This situation is unprecedented and unsustainable!

All citizens, big and small, must now compel their elected Members of Parliament to depose this tyranny and oust the Prime Minister when Parliament is recalled and the MONC becomes a vote of no confidence (VONC). Make no mistake, this is the VONC to Save PNG!
