2020 SCHOOL FEE NOTICE Post by Pangu Pati 2022 & Beyond · January 8 · //////////////////////////////////////////////// This public notice formally announces the Government Tuition Fee Subsidy (GTFS) Policy. The Marape-Steven Government has changed the Tuition Fee Free (TFF) Education Policy to Government Tuition Fee Subsidy (GTFS) Policy from 2020 and onwards. The Marape/Steven Government is profoundly convicted that education is the powerful tool that will transform and sustain our prosperity. We want to see that quality education is provided to all students irrespective of background through an affordable and sustainable policy. Hence our stand for an education system underpinned by a shared responsibility charter. The Marape/Steven government is committed to ensure every student receives quality education under a standard based education system with a quality standard based curriculum, a 1-6-6 school structure, a robust standards assurance system and schools operations have sustained funding from both government and parents. In the higher education sector, under the Higher Education Sector Loan Program – HELP, we will assist students who come out of grade 8, 10 and 12. This means that parents will no longer have the burden of fees that are unaffordable for the majority of our people. 2020 NEB MAXIMUM FEE LIMITS In 2020, parents will be contributing 36.6% of the total Maximum School Limit set by the National Education Board. The fees by sectors will be as shown in Table 1. In short, parents will pay the following fees for this year after government’s subsidy: • Elementary schools K40 • Primary schools (lower & upper) K108.91 • Lower Secondary K363.04 (Day) K605. 07 (Boarding) • Upper Secondary K399.35 (Day) K641.38 (Boarding) • FODE K40.34 • SERC K73.34 PROJECT FEES Schools will be allowed to collect Project Fees, but must follow very strict approval guidelines. The Provincial Education Board is the only authority to approve a project fee for schools, after it has received a SLIP Plan, the Project Plan, Scope and Budget and a P&C Association agreement. Where projects fees are to be collected, it must be less than 20 percent of the Maximum Fee limit per student rate set by the National Education Board as shown in Table 2. In short, maximum project fees to be charged by schools: • Elementary – K20 • Primary – K60 • Secondary – K220 • Vocational – K200 • FODE – K20/subject • Special Education – K40 CHURCH AGENCY FEES Church agency fees are to be paid by each student attending a church agency school per the Education Act,1983. Provincial Education Boards will set and approve the fees, but it must not be above the maximum limits set below.     1. laziness both students and parents.
    2. Over crowding. bleeding lots of crab
    3. No competition
    4.Fail policy – Subsidies were not fully subsided
    5.Limited space

  2. What is the realy problem that we want to avoid from TFF.

    If there is a policy issue, we need to restracture the policy arround to improve implementation of the TFF. Not to stop the TFF and approve another unmature policy. Why are we also change what has contributed much to the country. I think it needs improvement.
    If we introduced new policy, then it will definitely have problems of its own.

  3. According to an article released on PNG Loop. The PMJM deferred the Schoold Fee loan Program to commence on the next semester.

    Up until now no further comments was made on the deferral of Tertiary Students Loan Program to commence on the second semester. I wonder is it final or will they reconsider their decision for the best interestof those unfortunate and hopeless.

    They must come out clear on that…
