Papua New Guinea’s Digital ID Policy Finalized: SevisPass Driving Inclusion

Excited to announce the completion of Papua New Guinea’s Draft Digital ID Policy, a crucial component of the Digital Public Infrastructure (DPI). Centered around SevisPass, this policy, in alignment with Vision 2050 and the Digital Government Act 2022, aims to revolutionize service accessibility, trust, and digital engagement.
SevisPass, a secure and inclusive digital ID available to all residents, will facilitate access to banking, healthcare, government services (including for eVoting), and social media monetization programs while ensuring robust privacy and compliance (AML/KYC).
Key Components of the Draft Digital ID Policy:
– SevisPass: Lifelong digital ID.
– SevisWallet: Secure credential storage.
– SevisPortal: User-friendly self-service platform.
– SevisAdminPortal: Governance and trust registry hub.
– SevisDEx: Secure data exchange layer.
Guided by principles of inclusion, privacy, and interoperability, SevisPass offers mobile enrollment and offline authentication for enhanced accessibility.
Highlights:
– Inclusion: Designed for all with multilingual support and disability-friendly features.
– Security: Emphasizes privacy-by-design, encryption, and regular audits.
– Interoperability: Adheres to open standards (ITU’s GovStack) for seamless cross-sector integration.
– Rollout: Phased implementation over 18 months, aiming for completion by December 2025.
Governance and Legal Framework:
The PNG Department of Information and Communications Technology will oversee a federated model, with NICTA setting standards and an Implementation Authority managing deployment. Updates to the National ICT Act 2009 and new regulations will ensure adherence to trust and compliance requirements.
Upcoming Initiatives:
Final consultation on the Digital ID Policy commences in July 2025 with a Digital ID Workshop involving Banks, Telcos, and Agencies, followed by a national data integration exercise with the official public launch of SevisPass is anticipated before the end of this year.
